AR Invoice Header has Two Tax Codes and Invoice Total off by 2x

My AR Invoice Totals are twice the total line item total per invoice in each case. Only wierdness seems to be two tax codes in the tax detail screen per line item, the default and then the state code. Anyone else run into this?
