This key is not in my registry. I do have the key down to this level, but nothing further.

Same thing happens on my installation when I use the Help menu. I've just been going to Resources -> Help Center. Clicking F1 from within a screen works too.
I'm running XP Pro SP3.

I have the same problem with Version 4.30.0.23 running from Windows 7 x64.
Doesn't look like a resolution was ever posted...

Received some support from Sage Client Care. They recommended this KnowledgeBase Article:

It says to set the security to Everyone - Full Control on the directory C:\Program Files\Common Files\Sage. On a Windows 7 client that is C:\Program Files (x86)\Common Files\Sage.
While trying to implement that I kept receiving an error that I couldn't set the security of one of the subdirectories &/or files. Remembering an earlier tip to turn off UAC (User Account Control) and reboot, I did that and then set the security to Everyone - Full on the local Windows 7 client PC. It worked! I set UAC back to Default (one down from Always Notify) and another reboot to make sure.
