Does anyone know of a CRM software program that will work with both Sage MAS 90 and Microsoft Outlook besides ACT! ?

SageCRM does this. This tightly integrated option is a variation of MAS 90 or MAS 200, includes SageCRM and it's called Extended Enterprise Suite.

Sage has two CRM software programs that work with both MAS90/200 and Microsoft Outlook. SageCRM and SalesLogix. SageCRM is very integrated with MAS while SalesLogix is extrememly powerful in terms of what it can do but is not as tightly integrated with MAS as SageCRM. If you are going to attend the Sage Summit in July you can see both there.

DeskAway can be a good option for you as it has basic function of CRM, that's adding clients contacts, you can also involve them in projects since it has a project management functionality.
Also you can intergarte google apps and FreshBooks with DeskAway. It's simple and feature rich web based project collaboration suite.
It has a trial period and a free account to get accustomed with the software.

If a user already has MAS 90 or MAS 200 and they are on this forum they should request that their reseller prepare a presentation of MAS with SageCRM. The combined functionality of these two systems and the excellent integration make this a very feature rich option.
4.5 MAS is about to be released and is packed with enhancements. All users who are current on maintenance at the time of the release of 4.5 will receive a server licence for SageCRM 7.1 along with one user license. Any current user of MAS needs to take a look at installing and testing this before considering any other option. The improvements in this combined release are worth the time and effort to get these systems installed and upgraded to 4.5 to give this CRM system a try.

You can take a look at SugarCrm or Latitude. Both tools offer CRM features that help your business communicate with prospects, share sales information, close deals and keep customers happy.

As Sue said - correctly answering the original need of integration with MAS 90 - Sage CRM is a good solution. Not sure why people are suggesting non-integrated solutions??
Talk to your Sage partner about Sage CRM and see if it's right for you. If you don't have one, contact Sue or myself and one of us can help you figure out a good path.
