Other than going into Crystal Reports and editing the Work Order Traveler form, is there a way to simply add a comment line after a step in a Work Order Routing?

If I understand your question correctly, in Work Order routing Maintenance, comment lines cannot be added .  Only step descriptions (and extended step descriptions can be added).  You could create a step with a work center and operation code that does not calculate labor/overhead and use the step description as your comment entry.
