Security setting is available to keep from changing the price at all.
However, to only block someone from LOWERING the price would probably be a User Defined Script programming job.

Joy, we actually wrote a custom program for one of our clients that does what you have described. The following link will take you to the user guide that describes exactly what it does. I don't know if it is a perfect fit, but maybe this will work for you. Here is the link: http://share.asifocus.com/files/1629/ampuserguide.

I appreciate both of your advices. I reviewed the link that can not fit my case since the price will be set by item then by customer number not to by item only.
I think script probably is the solution if we know how to do it.

Hi Joy,
I just wanted to clarify something in the documentation. The minimum price is set on the item to prevent any user from selling below that minimum price. However, when you set up the special customer pricing by item, you are able to set the minimum price below the item minimum price. The user is prompted for a password to accept the new minimum price. Just wanted to make that clear.
I do agree that a script should work, though. Good luck!

You will most likely want to enlist the aid of your reseller in setting up the script to accomplish it. It's not a simple thing to do. Not all resellers are likely to be well versed in it as well. I know I'm only just getting my feet wet in this area.
