It would seem that you can rebuild the IT extended solution file while the store is running and not get an error, but also not get a successful rebuild. With the store shut down, I could rebuild the CI files, the IM files, and also the IT extended solution files, which now has affected the store positively. The items discussed are now appearing in the proper locations.
Thanks for all the input. Hopefully the sage folks will take a look at what is happening. I'll put in an enhancement request.

fwiw: I just loaded the service pack 12 for MAS90 and EBM. Prior to that, I was still having to resort the IT-1017 extended solution every time I made category assignment changes. It now appears to be working as before: Changes are appearing immediately upon screen refresh. YEA!
