EBM orders not getting put on hold when kit components are out of stock

We are using the .store module of EBM. Normally when a customer places an order and one of the items is out of stock the order status is set to HOLD with a reason code of NSQTY. This is how it should be.
The problem is that if a customer places an order for a kit and a COMPONENT of the kit is out of stock, the order is NOT placed on hold like it should be and prints out in our warehouse.
How can we get EBM order with out of stock kit components to come in on hold?

1. In sales kit maintenance I have tested with the "Print Detail" both checked and unchecked.
2. In inventory maintenance explode kit is set to always

Does it check for qty available in S/O entry for all kit components and come up short? If not, then this functionality was probably not built into EBM either. See the link in my signature for an enhancement request.
