How do you determine productivi ty?

I would like to hear about different ideas and ways of performing the following operations.
1. Entry of the actual time each associate works on a particular work order. (Currently LOTS of data entry)
2. Determining the actual labor cost versus the projected labor cost of a work order
3. Determining an associates productivity versus a projected goal
We have discontiued the data entry of labor because it is so time consuming. We have talked about scanners but not sure where to start and no one in this area is currently using the work order module as we do.
Also, on each Work Order Template, on the Operations tab, under each step number we are listing the Operations/Hours for that operation. Instead of having to do that for each template, isn't there a way for the operations per hours to carry over from the initial setup of that operation? It seems kind of pointless to enter it there and then to still have to enter it on each template that uses that operation.
I hope you can understand what I am asking. Even the question is hard to explain....
