How to transfer sub-compon ents from a purchased item while producing demand for MRP?

We're trying to establish a procedure where we can remove an item from a complete product that was purchased (not produced by a WO) and have the system create a demand to put it back.
In this case we purchase a electrical cabinet that contains many components that are also stock items for us. On occasion when lead times are too long, we need to remove an item from one of these complete cabinets, place it in stock, and issue it to a WO that has a requirement for that part. Because the cabinet was purchased complete, there is no WO to issue the negative item against.
If a WO is created in an attempt to transfer the item, where the quantity ordered is one, with a parent quantity of one, and a negative quantity of an item is issued to it, the demand is too high (one ordered + negative one issued = 2 required).
If we create a WO where quantity ordered is zero and parent is zero, and then issue the negative item to it (thus increasing the inventory), there is no demand created to replace it.
Is there any recommended method for performing this that can create the proper demand?

Short of disassembling the entire cabinet in MAS I don't see a way to do what you're trying to do.
