I am looking for a way to automatically turn on "Internet Enabled" for all new A/R customers. We have access to Customer Maintenance restricted to our Accounting department for security purposes and they sometimes forget to turn that option on when adding a customer. Since we want the option of providing an e-Business password to every customer, we would like to just skip the step of turning on the option and just have it on by default. Is this possible?
Alternately, is there some way to set up permissions so that a user can change the "Internet Enabled" option on an A/R record without having access to Customer Maintenance?

No they need access to customer maintenance, but you could use Custom Office to "lock down" fields you don't want them to change.

Have you tried using custom office to set the default of the Internet Enabled check box to on? I am not sure, but if you do that, it may also automatically pop the eBM Customer Maintenance dialog that is normally displayed when you turn this on for a new customer.

No, I haven't tried that. I've never used Custom Office, but other people here have. I'll ask them to try it.
