Is there a way to clear out old shopping cart accounts and shopping cart detail from eBM?

I think i figured out a way to do this. I changed hours to retain shopping cart entry from 720 to 24. Hopefully it will purge those stale parts by tomorrow.

You can also re-init the shopping cart data files if you wish to wipe out all that stuff.

If reducing the hours to retain shopping cart entry doesn't work I will probably try that. 

How can I go about doing that?

Library Master --> Utilities --> Reinitialize data files.
