SO changes for orders with credit card processing

Our company is beginning to use the MAS credit card processing function in Sales Order for some of our orders. For these orders, I am the only one in the company that can make changes to the order after the credit card has been processed (e.g. change warehouse code, ship date, etc.). I have full admin rights. I have looked through the permissions countless times and cannot seem to find the area that allows users to make changes themselves for credit card orders.
I do realize that this is a sensitive area and if the order total changes it could re-charge the customer. However, I really need to get at least a handful of employees this permission for the sake of practicality. Can someone help?
We are on MAS 200, version 4.4.

This is setup under role maintenance, in a very unlikely place -- Security events, Library master.

No, MAS 500 is a complete separate product.
