Distribution, Manufacturing, and Internet Modules

In AR Customer Maintenance I have selected a non-tax tax schedule for a customer.  However, when a SO is created for this customer, it automatically pulls up the tax paying tax schedule.  I've changed and saved and done everything I know how to fix this in Customer Maintenance.  Any ideas, on what I'm not doing?

Is there a ship to address with a different tax schedule?
