Check the file system. If the file is truly not there you can go into reinitialize files, click Manual and have it create a blank file.

If you are on MAS 90, right-click on your shortcut, go to Properties, then go to Find Target.
Go up a couple directories until you get to the mas90 directory. Inside there you'll see a directory called MAS_KEC. Go in there then go into the IMKEC directory.
Is the file IMGKEC.SOA in that directory? If not you need to have the system re-create it. That's when you go into Library Master, Utilities, Reinitialize Data files, and click manual. Type in the file name and don't change any other data that comes up. Then click Proceed. Exit the utility when done and you should be good to go.
