I need to make changes to the existing Work Order report - Material Shortage Report, but I don't know where that report is located.  Mas90 v 4.4.

The work order module is not in the business framework and the reports are not in Crystal so they cannot be changed.

However you could create a new report from scratch in Crystal Reports.

Thank You for responding.  I will tried to recreated it in Crystal but because WO is the legacy module does anyone know

what tables should I use?

It depends on what version you are using. WO is legacy but some tables needed may be in framework. The TSRG cross reference by Program will help with the Legacy tables.

I understand that WO is the legacy product, but one of my client has it and needs that report. 

It is a Mas90 EES Ver.4.4. 

I am creating an Crystal report using WO1_WorkOrderMaster and WO2_WorkOrderMaterialDetail.

My question is how do I calculate the "Quantity Short" that are on the original report "Material Shortage Report."

Not sure what you are looking for but almost all the information you need should be available in the IM_ItemWarehouse table. You will have to do some calculating because it just has the totals.
