There is an option to display it in user preferences.  Should be under System Manager.

Go to Maintain Companies in System Manager.  Put in your company and click the Activate Modules button.   If Dataporter is not checked and grayed out, then you don't have it.  If it isn't grayed out, check it and save.  If you don't own it, then you might want to call your reseller and get a price.  It can be an incredible time saver and worth the price.

There is some documentation on how to use, but you will be just as good diving in once you read the basics and a lot of trial and error.
