Setting up an email to warn you a product is below min is relatively easy through SQL Server. Your reseller should be able to easily do this. Sage also sells products that make this easier to do such as Knowledgesync. These generally don't require a programmer type of person.
Your reseller must not give much value if you are unwilling to call them about something so simple.

Have you looked at Process Replenishment Orders? We're a manufacturer but use this for generating PO's on MRO items - drops below min, PO is generated to bring supply back to max. You could also use MRP to handle this as well. We use MRP for raw material and component items. A bit of work for initial setup, but well worth the effort.

We use replenishment for this as well. It works great.
One thing I wish it would do though is first suggest a transfer order if there is an over abundance of quantity on hand in another warehouse before suggesting a purchase order.

It'll do it. Have to set up the inventory record for the source being a warehouse rather than a purch prod line. One or the other. Be nice if that was a heirarchy - look at whse A, B, then C. Then look at the PPL.
