UOM Conversion Factor Change

We have an erroneous UOM conversion factor setup on one of our items. It says that 1 FOOT = 1 METER.
When I try to change this, I get the following error message: "Open transactions currently exist for this item. Either create a new unit of measure or complete all open transactions before changing the unit of measure conversion."
The only reason I can think for this is that you wouldn't want to change the unit of measure for something that is on order, for example, because the person ordering it might have intended to order a different amount if they knew about the UOM conversion factor change.
However, in my case, I know that the amount on order in FEET is actually FEET and when it gets received it will get converted to METER. So, I think I can by-pass this error message and force the change through without messing up inventory. Am I missing something?
