Is there a way to email a specific salesman based on a sales order backorder status?  I can email a static email address, however, it needs to be an email address which will be different depending on the salesorder salesman.

You can email the salesperson assigned to the order or the customer by adding the sales person table and using the email field.

How exactly do you use the email field ?  Do you place this in the TO: field for the send ?

The Salesperson Email data field needs to be in the query.  It will then be available for choosing and yes you put the data field in the TO: section.
