Inquiries in Sage CRM

Client is using Territories in Sage CRM v7.1 and all seems to be working well with the security and access.  However, I have found that when using the Inquiries tab and using the Inquiries and Views, the end user can modify the Filters and see all of the data, even the data they are not supposed to see.

Did I miss a setting somewhere? This can't be working as designed???

I spoke with Tech Support who confirmed it is a reported issue, not expected to be addressed for quite some time in a new version, sigh...

Now I have to figure out how to either remove the "Filter Builder" icon, or atleast the "Okay" button within the Filter Builder...double sigh...

Does anyone know how this can be accomplished?
