"Action cannot be performed until a pending synchronization with SageCRM is completed"

I have received this message in the past and have never been able to figure out why it happens and how to get rid of it.  Sometimes it just goes away by itself.  Happens when we try and create a new quote from CRM.

 

I have stopped and started the Integration Engine, did a Load Data from the CRM options in MAS, and restarted IIS, and none of them have resolved this issue.

 

It only happens with certain accounts, other accounts I can create quotes just fine.

 

Any ideas?
