error - "Failed to create SQL Compact Edition database"

I get the following error when Running a standard SMI Financial report - the error message comes up when choosing the ellipses for the Fiscal Year or the Budget Code look up.
The full error message says:
"An error occurred attempting to retrieve lookup data. This error does not prevent you from running the report but may cause the lookup feature to unavailable. The error was:
Failed to create SQL Compact Edition database
Error: opening a database as read-only requires a temp path to be specified. [db name=C:\users\xxxxxxx\AppData\Local\...."
I reinstalled and started from scratch multiple times trying to solve this error. I'm on my Windows 7 64-bit laptop with full administrator rights.
Also, the report does not run if I manually enter the Fiscal Year and Budget Code parameters. I get the same error above.
Has anyone seen this before? There is nothing on the Sage Knowledge Base about this.

Yes, I resolved it but I'm not 100% sure how I did it. However, the key step, after unstalling SMI one more time, was also uninstalling the Microsoft component called "Microsoft SQL Server Compact 3.5 SP2 ENU" using Control Panel -> Programs and Features.

I also received this error. I uninstalled the SQL Server Compact Edition and reinstalled it and now my reports run
