Since paperless office functions don't work correctly under 7 yet (unless in xp mode), I would not be surprised particulary if you are exporting to a pdf.
There are some threads where someone has replaced the pdf driver and gotten it to work.

Paperless is supposed to be supported with Windows 7 as of SU18 for 4.30.

I have a client that gets this too, but they are on Windows 7 64-bit with 4.30 SU18 and the Windows 7 Paperless Office fix.
